Role

This is a senior role, leading on translating TPRs strategy into our corporate and business plans, and reporting our progress against those plans to the Executive Committee and Board. Working closely with our finance colleagues and the Strategy, Policy and Analysis team, you will have overall responsibility for our annual and medium-term enterprise-wide planning.

You will provide the evidence and content for the Corporate Plan and Business Plan, which will help senior leaders to confirm and demonstrate achievement of their accountabilities.

You will also build the evidence base and narrative on TPRs performance for its internal and external stakeholders, demonstrating its purpose and building credibility and trust.

To coordinate alignment of TPRs resources and keep it focused on achieving its outcomes and statutory objectives.

Responsibilities

You will:

Lead the process to deliver operational priorities and measures. Support production of the corporate and business plan, linking operational and strategic priorities and measures and reporting enterprise wide performance against the plans. Working with colleagues, support prioritisation decisions at Executive and Board level. In addition to the following.

  • Design and implement the annual and medium-term planning framework and process across TPR, ensuring it is robust, adaptive and outcome focussed.
  • Ensure the outputs (plans, measures and reports) reflect the steers of the Executive Committee, TPR board and Executive Directors.
  • Set and report on KPIs for the non-regulatory part of the business.
  • Design and implement the process for tracking overall performance against the business plan, and for reporting performance to Delivery Assurance Committee, the Executive Committee and the TPR Board.
  • Lead a team of planning and reporting business partners to support our Executive Directors in meeting their obligations for planning, corporate reporting, and performance reporting. Be a leader of TPR to deliver on its corporate objectives, and a leader in the COO Group.
  • Lead the engagement with colleagues in Finance and in Strategy Policy and Analysis (SPA) to ensure the plan aligns with strategic priorities and financial strategy
  • Attend and present to our Delivery Assurance Committee, Executive Committee, Board and DWP on planning and performance.
  • Support the Chief Operating Officer in presenting planning and performance information to the TPR board and DWP.
  • Lead the production of TPR’s assessment of quarterly and year end performance, and the performance information within the annual report and accounts.
  • Provide assurance to Exco, TPR board and DWP on organisational performance, the quality of its plans and the delivery of statutory objectives, making recommendations regarding risks to delivery and mitigations
  • Applying matrix management principles to lead a function and resources directly and across the organisation.
  • Setting a clear direction of travel for the team and taking ownership and responsibility for your two direct reports through performance management, coaching and ensuring their well being; ensuring the delivery of TPR's business planning process.

Essential and desirable criteria

  • Working knowledge of a variety of planning, measuring and reporting models.
  • Extensive experience in designing and implementing best practice operational planning and performance management frameworks. Ability to undertake highly unstructured work, systems thinking, be innovative and creative, and continually learn.
  • Experience in managing multiple internal stakeholders at all levels.
  • Ability to develop and maintain effective relationships with senior staff and board members across TPR.
  • Experience in managing/leading direct reports to deliver a high-level service to stakeholders.
  • Skilled in communicating, influencing and challenging across all areas of the organisation, up and down its structure from analysts to non-executive board members to achieve the right outcomes. A highly skilled facilitator.
  • Knowledge of strategy formulation and ability to translate longer term strategy into plans that are financially viable and meet the organisation’s budget constraints, and can be effectively implemented without interrupting day-to-day operations.
  • Demonstrable experience and knowledge in strategic planning and performance measurement.
  • Analytical, financially literate, and comfortable in working with numbers.
