Role
Join TPR as we embark on our Data Transformation journey, as outlined in our recently published Digital, Data and Technology (DDaT) and Data Strategies. The Data Management Lead will play a pivotal role in this journey by developing a Data Marketplace for TPR and contributing to related wider government initiatives, such as the National Data Library.
The Data Management Lead will be responsible for the development, implementation, and maintenance of data management systems and processes. This position is essential in ensuring data integrity, security, and accessibility throughout the organization and with external partners. The ideal candidate will possess a robust background in data management, exceptional leadership abilities, and a strategic mindset.
Responsibilities
- Lead and manage the data management team, providing guidance, support, and professional development opportunities – deputising for the Head of Data Science and Engineering where required.
- Develop and implement data management strategies (aligned with wider Data, DDaT and TPR strategies), tooling, policies, and procedures in collaboration with consuming departments across TPR.
- Oversee the design, implementation, and maintenance of the data marketplace; and the consistent, secure production of data extracts for internal and external stakeholders.
- Coordinate publishing internal and external official statistics under the appropriate licensing terms.
- Collaborate with the data platform and engineering leads to create and showcase best practice Power BI reports using the data warehouse platform for TPR’s analytical community.
- Network with other department leads to understand their data management needs and provide solutions.
- Own and manage the demand for data management services (including timelines and budgets), balancing resource against organisational priority.
- Identify key performance metrics and develop a framework to track product performance and team progress against service level agreements and key performance indicators.
- Ensure compliance with data protection regulations and best practices.
- Stay updated with the latest trends and technologies in data management, perform periodic reviews of existing data marketplace application architecture / services and integrate improvements into the organisation’s practices.
Essential and desirable criteria
- Equivalent professional experience or a bachelor’s degree in Computer Science, Information Systems, Data Management, or a related field.
- Strong knowledge of data management principles, practices, and tools.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong project management skills with the ability to manage multiple projects simultaneously.
- Excellent communication and interpersonal skills.
- Experience with data protection regulations (for example, GDPR, PECR, CCPA) is a plus.
- Proficiency in data management software and tools (for example, SQL, NoSQL, data warehousing solutions) and data transfer solutions.
