Role

We have an exciting opportunity for the Head of Data Strategy, Design and Control to join our senior team in a critical leadership role. Our Data team is growing in size and capability. It includes 6 teams comprising of around 30 data specialists in domains across the full spectrum of data activity. As Head of Data Strategy, Design and Control, you will inform and develop capabilities to empower the transformation of TPR into a data enabled regulator.

Our Data, Digital and Technology vision is that we want to be a catalyst for pensions innovation and regulatory effectiveness. Using digital, data, and technology to revolutionise pension regulation, making it more efficient, secure, transparent, and customer-centred. Our Data Team has accountability for the data estate and is responsible for defining, developing and implementing the organisation’s approach to data. Driving TPR towards becoming more data enabled, by facilitating effective use and innovative exploitation of high-quality data and promoting data as a strategic business asset. We're data-enabled, not data-driven: we work with engineers, product managers, and other disciplines to understand how data can best support the needs of the organisation and ultimately savers.

We are on a fast-paced journey, and in recent years TPR has gone through significant technological and business change, including having fully migrated to Microsoft Azure. As part of these new systems, we have an enterprise-scale Azure data platform and engineering capability.

We have laid down the foundations of a modern data architecture within Microsoft Cloud (Azure) and need a skilled and enthusiastic person to join the senior leadership team in Data Services. You will have the ability to help the organisation see the strategic direction and deliver against our data strategy.

Responsibilities

In this role, you will be responsible for:

  • Strategic direction: Provide the strategic direction for data strategy, data architecture, quality and KIM (Knowledge and Information Management). Providing the framework for data to ensure we develop all necessary policies, best practice and manage risk. Lead the design and implementation and evolution of our data strategy in collaboration with the organisation over the next 1 to 3 years.
  • Leadership: Lead and develop Data Governance, Data Quality, Data Architecture, KIM teams, provide coaching/mentorship ensuring they have the skills and resource to work across platforms and provide expertise to the business. Championing data design, quality and control across TPR ensuring that our data is designed to meet user needs, that it complies with relevant legislation and best practice, standards, and it is measured.
  • Stakeholder management: Partnering with the business to ensure data is at the core of what we do. Develop and nurture relationships across public and private sectors to ensure that our data capabilities enable the flow of data in and out of our organisation.
  • Innovation: Leading the design and implementation of data including in the areas of Reference and Master Data, Data Modelling and Architecture, Data Quality, Metadata, Data Standardisation, Data Linking, Data Sharing and Knowledge and Information Management. Keeping yourself and your team up to date with evolving data and technology trends.
  • Operations and planning: Lead on short to medium term planning and oversee operational processes in your areas, implementing monitoring and alerting practices to ensure service reliability.

Essential and desirable criteria

  • Extensive specialist knowledge and ability to provide leadership on all aspects of the enterprise data management life cycle, and across disciplines such as Data Governance, Data Quality, Data Modelling and Design, Data Security, Reference and Master Data, Metadata, and KIM.
  • Extensive knowledge and experience in improving the quality of data and enabling organisations and systems to interoperate via use of a common business glossary, technical meta data lineages and linkage, rules, registers through an established reference data architecture.
  • In-depth understanding of how to establish a full data life cycle for an organisation for data acquisitions and data collections for secondary use purposes.
  • Excellent stakeholder management skills required to collaborate with and engage with business data owners/stakeholders to continually drive use of data to deliver business objectives and outcomes and to provide strategic direction and support.
  • Proven ability to collaborate with others external to your organisation.
  • Demonstrable depth and breadth of specialist understanding regarding the overall data landscape, evolving requirements, emerging risks, technology and trends and the ability to pivot a Data and Information Strategy action plan.
  • Experience in setting and overseeing system-wide direction on data architecture standards, such as for information, reference data and interoperability.
